Short answer: Yes. LASAA permits and registers every outdoor structure in Lagos, and ARCON must approve your ad content before it’s displayed. If you rent an existing billboard, the owner holds the structure permit.
A billboard permit in Lagos actually covers two separate approvals: one for the physical structure and one for what’s printed on it. Mixing them up is how brands end up with a paid-for board they can’t use.
Approval 1: the structure permit from LASAA
The Lagos State Signage and Advertisement Agency (LASAA) regulates outdoor advertising and signage across the state. Every billboard structure has to be registered, carry its registration code and hold a valid permit. Permits are renewed annually, and fees depend on the structure type, size and location. LASAA publishes its current rate card on its website.
Structures without a valid permit can be pulled down by the state, and the owner doesn’t get compensated for the loss.
Approval 2: ARCON vetting for your ad content
The Advertising Regulatory Council of Nigeria (ARCON) must approve advertising content before it’s exposed to the public. That applies to your billboard design, whether you own the structure or rent it. In practice, an ARCON-registered agency submits the creative for vetting on your behalf.
Build vetting time into your launch plan. A campaign that’s ready to print but still waiting on approval is a common and avoidable delay.
Who holds the billboard permit in Lagos: renting vs building
| Renting an existing board | Building a new structure | |
|---|---|---|
| LASAA structure permit | Handled by the site owner | Your responsibility |
| ARCON content approval | Needed | Needed |
| Time to go live | Weeks | Months |
| Best for | Most campaigns | Long-term owned sites |
For most brands, renting is the sensible route. Before you pay, ask the media owner for proof that the site’s permit is current. If they can’t show it, walk away.
What about signs on my own building?
Business signage on your own premises still falls under LASAA’s signage rules, especially for large or illuminated signs. Check with LASAA before installing anything bigger than a standard shop sign.
How I’d approach your first Lagos billboard
- Pick locations by traffic and audience, not just price.
- Confirm the site’s permit status with the owner.
- Submit your creative for ARCON vetting early.
- Print and mount only after approval comes through.
